Environmental Impact Assessment
Useful internet websites

GETS Project

The GETS project is an European research project on the application of Geomorphology and Environmental impact assessment to Transportation Systems. The project started in 1998 and ended November 2001. The project was funded by the Training and Mobility of Researchers Program. Four case studies in different European settings resulted in spatial databases on which advanced simulations and prediction models are applied, concerning among others floods, landslides and avalanches. Both the databases and the methods have to be communicated and made widely available to European researchers and local administrations involved in environmental management. The GETS website contains an extensive presentation of research results and access to metadata and resources, including a web mapping section.

The Institute for Development Policy and Management (IDPM)

The Institute for Development Policy and Management (IDPM) at the University of Manchester has been Commissioned by the European Commission to continue work on the impact trade negotiation may have on sustainable development. Phase I and II of this research has been completed. These phases resulted in the development of a methodology for carrying out a sustainable impact assessment. This methodology was then used to make a broad qualitative assessment of the sustainability impact of the New Round of trade negotiations. The current study is refining this methodology and engaging in broad consultations and knowledge network formation.

Analytical Strategic Environmental Assessment (ANSEA)

The Analytical Strategic Environmental Assessment (ANSEA) is an effort to define a logically founded methodology for Strategic Environmental Assessment (SEA) of policies, plans and programmes (PPP). In charge of the project is a consortium of eight institutions covering seven European countries. The ANSEA project is a research project financed under the 5th Framework Research Programme of the European Union. The ANSEA project aims to provide an enhanced theoretical and methodological background for Strategic Environmental Assessment (SEA) and to provide a framework for assisting in the implementation of European and national directives and procedural requirements in this area.

The overall objective of the ANSEA project is to develop an approach and framework for SEA that ensures a sound integration of the environment into decision-making processes at the strategic level, i.e. in the formulation of policies, plans and programmes. To achieve this, the project has three main objectives. The first objective is to develop a sound theoretical basis for SEA as a discussion platform for the ANSEA framework. A book will be produced on the theoretical concepts and framework for an Analytical Strategic Environmental Assessment methodology. Dissemination activities are to be carried out to reach the both the scientific audience and the main users in public administrations. In addition to publishing the reports mentioned, a public symposium on the results will be organized, and a web page on ANSEA is set up.

The site offers a number of case studies highlighting the work of ANSEA. The first study deals with regional waste managing, with the aim of adapting the regional regulation to the European and national ones. The plan is meant to: reduce waste and hazardous waste production, reduce the use of damps as final waste disposal, improve waste material recycling, minimise environmental impacts. Within the plan a methodology has been developed to assess plan alternatives through a set of environmental and socio-economic indicators. The site also offers a wide variety of links, numerous publications, a complete glossary of all the important terms, project phases, meeting schedules and important hypotheses in the field of SEA.

Environmental Impact Assessment Software

A number of expert/knowledge-based systems have been developed for EIA and as in any new field the approaches have been as diverse as the problems they have attempted to solve.

SILVIA

Software for environmental impact assessment used on a number of projects in Italy, including the Mantua ring road and the Val Chiavenna tourism development plan.

REVIEW

A Canadian knowledge-based system for the review of environmental impacts, which can also be used by non-experts to critique EISs.

GAIA

An expert system for environmental assessment developed by the Department of Civic Design, University of Liverpool, UK.

SCREENER

It is based on the Canadian Environmental Assessment and review process.

ASSESSMAN

It is based on the Japanese Shiga prefectural government procedures for environmental assessment.

IMPACT: An Expert System for Environmental Impact Assessment

CALYX-ADB

It has been specifically designed by ESSA Software Limited (working with international and local EIA experts) to assist EIA practitioners in the Association of South-east Asian Nations (ASEAN) countries. CALYX-ADB provides assistance with screening, scoping, identifying key issues and impacts and developing monitoring requirements and mitigation measures to attach to approvals.

Ecozone

ECOZONE has been developed for FAO Training Service, Policy Analysis Division, Rome by Gareth Edwards-Jones and Martin Gough at SAC Edinburgh in 1994.This system is intended for increasing the environmental awareness of development project planners. It can be used to indicate possible potential problems associated with certain types of project in a particular ecozone. it is not intended as a field tool for predicting the environmental impacts of a particular project in a specific situation.

This program divides the topics up into six areas depending on their altitude (upland, lowland or coastal) and the level of precipitation (humid or arid). The program is, therefore, very general at present. However, it would be relatively easy to reprogram the system to include knowledge about more specific areas, for example, semi-arid areas or temperate regions - provided such knowledge was available and could be collated.

A major purpose of the system is to encourage planners and others to consider the external consequences of development projects, but it is also intended as a method of pooling the expertise of the same professionals for future use.

EIA Aid

The software package would assist the project team in planning and executing EIA studies. The software is a menu driven package developed for PC environment in Quick Basic 4.5. EIA-AID is stand-alone package and can work on PC-XT with monochrome monitor. However, to harness the best features, PC-386 with EGA monitor is desirable.

Developed by: National Environmental Engineering Research Institute - Nagpur

Canadian Environmental Assessment Act

This software is designed to help you as a CIDA officer, with tasks that are related to environmental assessment under the Canadian Environmental Assessment Act Job Aid.

Environmental Assessment Resource Guide

EARG is a generic source of information to help one conduct environmental assessments of virtually any type of project. Topics covered include scoping, generation of alternatives, impact identification and analysis, mitigation, decision making and post-decision analysis. Of particular interest are the World Bank Mitigation Tables which treat a variety of project types. SVGA photos enhance and illustrate this landmark program.
